September 2009 Revenue Forecast

2009-11 Budget

The projected 2009-11 General Fund revenue is down $139 million from the Close-of- Session estimate.  Most of this is due to a $132 million decline in personal income tax revenue.

The General Fund and Lottery resources are down $182 million from the 2009 Close-of- Session estimate. 
 
 Total General Fund and Lottery revenue for 09-11 is estimated at $14,491.5 million.

 State Reserve Funds

  • The 09-11 ending balance for the Rainy Day fund is projected to be $132.8 million.   The 09-11 ending balance for the Education Stability Fund is projected to be $187.3 million. 
  • Total Reserves projected for the 09-11 ending balance are projected to be $320.1 million.

 Lottery

  • Projected 2009-11 Lottery resources are down $43.1 million from the Close-of-Session forecast.

Oregon State Job-Killing Taxes

Gov. Kulongoski has signed $733 million dollar permanent personal and corporate tax increases into law – the biggest tax increase in Oregon history.

  • Small businesses would be forced to lay off their workers, reduce wages and benefits or close their doors if voters approve the legislature’s permanent tax increases.

  • Economists have estimated these permanent tax increases will cost 79,000 Oregonians their jobs.

  • This proposal taxes the very people who create jobs in Oregon. Permanent tax increases will close businesses and take even more jobs out of our state.

  • In the midst of the worst economic crisis in more than 70 years, the legislature voted to permanently increase income taxes on businesses and high-income Oregonians.

  • Despite Oregon’s 12.2% unemployment rate, the legislature voted to raise taxes and fees by nearly $2 billion.

  • Businesses would be taxed up to $100,000 per year – even if they didn’t make a profit.

  • Income taxes for individuals earning over $125,000 would increase 20%, giving Oregon the second highest income tax rate in the nation – higher than both New York and California.

  • The proposed tax increases would be retroactive to Jan. 1, 2009, and no money to cover this tax increase has been withheld from Oregonians’ paychecks during all of 2009.

  • Businesses and organizations across the State are now working to gather the 55,000 signatures needed to place the job-killing tax increases on the ballot for a January 26, 2010 citizens vote.     Back to Basics Budget Makes Sense for Oregon and Does Not Raise Taxes

     The following is from Senator Jason A. Atkinson’s June Newsletter.

    Senate Republicans released their own budget proposal, the Back to Basics Budget.  The Back to Basics budget fully funds education, humane services, and public safety, and leaves a significant amount left in state reserves, and allows for legislative add-backs after the three most essential functions of government are funded.  It does all of this without raising taxes on Oregon families.

    Atkinson Works to Eliminate Taxes on Unemployment

    Senator Atkinson’s bill to eliminate taxes on unemployment benefits is (SB 975).
    The Unemployment Insurance system is fairly simple, and there are specific requirements as to who qualifies for and who pays for unemployment benefits.  First, Unemployment Insurance is a 100% employer paid system. Taxes taken from workers’ paychecks do not go towards unemployment system.
    Senator Atkinson believes that for those individuals, many of whom are unemployed for the first time in their lives, should not be taxed in this economy when they are trying to get back on their feet.  Currently in the House, Senator Atkinson’s idea of not taxing unemployment benefits has been proposed in the -4 amendments to House Bill 2649.  What this means is that should the Joint Ways and Means Subcommittee on Education adopt the -4 amendments, then the goal of SB 975 would effectively become part of HB 2649.

    Top 10 Duties of a Precinct Committee Person (PCP)

    “Elections are won or lost in the precincts.”

    1) PCPs serve for two years as a Republican Party representative in their own neighborhood. State law specifies in ORS 248.015 (6) The term of office of a precinct committee person is from the 24th day after the date of the primary election until the 24th day after the date of the next following primary election. There are two PCP positions (one man & one woman) for every 500 voters registered in your precinct.

    2) PCPs support all Republican candidates after the Primary Election. You are the eyes, ears and legs for candidates in your precinct. You play a critical role in selecting and electing Republican candidates for a wide range of positions from the local school board to US Congress. You’ll be asked to volunteer on various campaigns in your area.

    3) PCPs are the “grassroots base” of the Republican Party. You are the liaison to the County Party organization. This is a year-round commitment, which entails certain responsibilities; the most important is to keep in touch with your Republican neighbors. Recruit and train volunteers whenever possible. Maintain and update database of the Republican voters in your precinct with phone numbers and emails when possible.

    4) PCPs canvass their precinct going door-to-door passing out literature for candidates and the Party, as well as talking to voters. Walking lists can be obtained from your County Party or the local county elections department.

    5) PCPs register voters. This can be done at events or just handing out voter registration cards in your neighborhood.

    6) PCPs identify voters. Lots of voters consider themselves Republicans but are not registered with the Party. Phone calls are personal contacts are good ways to identify which issues are hot buttons for them and whether they are likely to vote Republican. This information can be put in a database and used later for special mailings and other projects.

    7) PCPs help Get-Out-The-Vote. Without votes even the best Republican candidates can’t win. Making sure voters turn in their ballots by Election Day is the most crucial job you have as a PCP. GOTV drives include phone banks and door-belling. These efforts are especially urgent in the final days before the ballots are due.

    8) PCPs participate in fundraising activities. They are often asked to volunteer at events sponsored by the local or state parties. Money is the mother’s milk of politics.

    9) PCPs attend meetings of the county Republican central committee. You need to attend the county party’s reorganization meeting (usually held in November of even-numbered years) to elect party leadership. Other county meetings are also held throughout the year to formulate policy and develop strategies.

    10) PCPs need to be flexible. There is no magic formula for success; use your best judgement to inform voters and get them to cast a favorable ballot for Republicans.
